Holliston establishes an EV charging station cost recovery policy

Earlier this year, the Holliston Select Board unanimously approved an Electric Vehicle Charging Station Cost Recovery Policy meant to address some of the costs incurred at town-sponsored charging stations. 

The town currently has one EV charging station at 9 Green Street. 

Holliston’s Director of Technology Chris Meo spoke for a team of town officials who worked to develop the policy. 

Meo said, “What we first did was we looked at what 9 or 10 other towns around here did and it became very clear to us that every [town] has a different philosophy.” 

Meo said their group worked to create a policy and fee structure that would fully cover the cost for electricity used at the station, plus a portion of the yearly operation and maintenance costs of the station. 

Meo noted the current cost of electricity is 33 cents per kw hour so the fee at the charging station would be the same. There will also be a 10% service fee to cover transaction charges. This rate could be revised “once or twice a year.” 

There will be a $1.50 connection fee per transaction. 

There will also be an “overtime parking fee” of $5.00 per hour for any vehicle that remains at the station more than 30 minutes after it is fully charged. The charging system will send the driver a message 30 minutes before the vehicle is fully charged.
